Data from the U.S. Department of Health and Human Services Medicaid Provider Spending database show that Medicaid providers in Eagle Point billed $50 for Surgery-category services in 2024. That represents a 61.3% gain over 2023, when providers submitted $31 in claims for comparable services.

Medicaid, one of the largest components of the U.S. health care system, is a government insurance program run by the states and jointly funded by federal and state governments. It offers coverage for eligible low-income people and families, seniors, children and people with disabilities.

Because tax dollars finance Medicaid, any changes in local billing reflect how public health care resources are distributed in the community.

The “Surgery” group comprises services billed to Medicaid defined by the type of medical care provided, determined by standardized HCPCS and CPT code grouping. For this review, each billing code was attributed to a single service type based on consistent prefixes and number groups, allowing for a comprehensive analysis of related services without duplicate counting or distorting category rankings over time.

Although Medicaid spending grew in several other service areas, Surgery was the fourth largest category for Medicaid payments in Eagle Point in 2024.

Statewide, the Surgery category was ranked 13th in Oregon in total Medicaid payments for 2024.

In the five-year period through 2024, Eagle Point saw a $185—equivalent to a 78.7%—increase in Surgery-related Medicaid payments. Certain years saw heightened spending growth, especially significant year-to-year upswings in 2023 and 2021.

While Surgery-related spending was present throughout Eagle Point, the majority of Medicaid payments came from relatively few ZIP codes. In 2024, ZIP code 97524 made up $49 of these payments. The leading ZIP code accounted for 99.8% of all Medicaid Surgery payments in the city for the year.

Within Surgery, Medicaid disbursements were also most concentrated among a small set of specific billing codes.

For context, Eagle Point experienced a 61.3% increase in Medicaid payments for Surgery from 2023 to 2024, while all Medicaid claim categories in the city grew by 26.3% in the same timeframe.

According to the Centers for Medicare & Medicaid Services, combined federal and state Medicaid expenditures totaled about $871.7 billion in fiscal year 2023, making up around 18% of nationwide health spending, a substantial rise from $613.5 billion in 2019, before the COVID-19 pandemic.

This roughly 40% growth over several years was largely attributed to wider enrollment and increased use during and following the pandemic.

Recent national budget laws under the Trump administration included efforts aimed at decreasing federal Medicaid dollars and changing its framework. The “One Big Beautiful Bill Act,” enacted in 2025, is expected to reduce federal Medicaid spending by more than $1 trillion in the coming decade and rolls out changes like work requirements and higher cost-sharing, which may limit some recipients’ coverage and funding. As a result, states may bear a greater share of costs even as Medicaid continues to insure tens of millions of Americans.
