Legislation introduced in the U.S. House by Rep. Cliff Bentz seeks to strengthen coordination between federal and local bodies handling water projects while maintaining environmental safeguards, the U.S. Congress reports.

H.R.8259 was brought forward on April 14, 2026, during the regular session of the 119th Congress. Below is our summary, developed from the bill’s full text, and includes clarifying interpretation as needed.

The measure is designed to promote better collaboration among federal and local entities operating federal water projects in Reclamation States. It requires that during consultations regarding water resource matters conducted under the Endangered Species Act, responsible agencies must ensure covered groups—including public agencies and water user associations—can offer input on biological assessments and opinions. Specific provisions mandate how contractors are notified and engaged if their water deliveries may be impacted due to proposed agency actions. These steps include setting timelines for assessments, sharing drafts for review, and enabling discussions on alternatives and endangered species protections. Should it become law, the measure will more precisely define terms used in these consultations to enhance clarity and support cooperation in managing water projects alongside environmental protection efforts.

The bill was submitted by Rep. Cliff Bentz (R-OR-2nd District) with the support of Rep. Russ Fulcher (R-OR-1st District) as a co-sponsor.

Throughout this Congress, Rep. Bentz has sponsored 10 other bills.

Proposals for legislation may be introduced in either the House or the Senate, except for revenue measures, which start alone in the House. After introduction, committees evaluate, amend, and debate measures before any chamber votes take place. An identical bill must clear both chambers for congressional approval before being sent to the president, who can sign or veto the proposal. Congress works on a two-year term structure, each split into two annual sessions. The full process, as well as official legislative records, are documented by the U.S. Congress and found at Congress.gov.

Cliff Bentz represents Oregon in Congress. He previously served in the Oregon House from 2008–2018 and in the Oregon Senate from 2018–2020, before being elected as a Republican to the 117th Congress and the following two Congresses, starting Jan. 3, 2021.

Bentz earned his B.S. from Eastern Oregon State College in 1974 and completed a J.D. at Lewis and Clark College in 1977. He also served as a member and chaired the Oregon Water Resources Commission between 1988 and 1996.
